Report a translation problem
You do not need to do any part of the Thieves Guild questline to become Thane. On a recent play, I ignored Brynjolf entirely (thanks to "The Choice is Yours), and was easily able to complete the Become Thane of Riften quest line.
The people of the Rift I usually help are Balimund, Edda, Ingun Black-Briar, Madesi, Shadr, Marise Aravel. Some of the ones related to the outlying towns as well. I then locate Wujeeta, heal her, get the name of the skooma dealer, and approach the Jarl. Once I have dispatched the skooma dealer, brought the evidence to the Jarl, and taken out the bandits at Cragslane Cavern. Then return to the Jarl, purchase the house from the Steward, and immediately ask the Jarl for anything else. Since the help me quests were completed, the title of Thane is given.
Finished both the helping folks and the Skooma quest line. I am told to "return to the Jarl" on the miscellaneous quest section. But nothing happens once I do that, and both the Jarl and the Steward have generic dialogue options (and no quest marker above their heads).
In the quest "The Raid" when you entered the warehouse and killed Sarthis Idren and his minion, you entered the basement, found AND read the note. You then returned to the Jarl. After, you were directed by the Jarl to Cragslane Cavern (Quest changed to "Supply and Demand."
You are required to kill seven members within the Cavern (there are only seven people in the cave, so all must die). The quest then updates and the final step is to return to the Jarl.
Is the above the exact steps taken currently?
If there are no dialog options to confirm with the Jarl that the group at the cave have been killed, yet the quest step says to return to the Jarl, this is certainly strange; especially on a second play-through. It does seem to be mod related.
What does the console command indicate: getstage FreeformRiften01
You mentioned you tried: setstage FreeformRiften01 40
What about completing the quest with: setstage FreeformRiften01 200

No; this went through fine. The issue is what happens once I finish the helping Riften folks aspect of the requirement. In the first playthrough, I had it already done; in the current playthrough, I intentionally finished it after the Skooma quest line finished. Either way, you get "Speak to the Jarl" line on the quest line. But once I get there, then nothing happens. That's when I get stuck.
I think I tried FreeformRiften01 200 as well (but not 100 percent sure), and the line "Speak to the Jarl" on the quest log disappeared. But nothing occurred thereafter.
I wonder what your relationship rank is with the Jarl.

A rank of two (confidant) should allow you to purchase property. A rank of three (ally) should allow the Thane quest dialog.

Exactly. No non-ordinary dialogue options from either the Jarl or the Steward.

On these two playthroughs where the Thane of Riften bug appeared, I also ran into another bug I've never seen before. Namely, items were flagged as "stolen" when they are either looted or bought. Another puzzling twist is that they only got flagged as "stolen" when I put them in a chest, not when in my own inventory. This might be a mod issue as well? If so, perhaps it is related to the Thane of Riften quest not triggering, too, perhaps.
it can bug out and label the stuff as owned by someone else if you don't own the chest.
This either happens with chests owned by an npc or from an un-owned chest.
I should mention also that I only use the unofficial patch, no other mods.
I think quests to become thane/purchase house are glitchy throughout. I was able to become a thane and purchase the Riften house this run - but I had the same issue with Markarth this run. The Jarl of Markarth tells me to ask his steward to buy Vindrell Hall, but the steward gives me no such dialogue. I am not going to try to fix it since I already have Iona, but I am going to assume at least one hold will have this issue every run from henceforth.

Many people are having problems actually buying the house. There seems to be some significant issues getting the steward to actually give the buy dialogue options. This happens even when all requirements are met such as being level 20+, having good favor with town and jarl, doing all the bounty missions, doing the forsworn mission, etc.
At the end of this there is no way to receive it.
There should be a temporary suggestion made as to how people can simply cheat and use the console to enable the options, or simply update the quest manually to enable the house to be bought and/or furnished. — Unsigned comment by 58.178.222.109 (talk) at 08:14 on 28 November 2011
Edit: here is the solution to people with this bug. It is technically cheating with the console but it should enable players to enjoy the house until the cs is released and we can put together a fix.

Console command: setstage favor250 20
favor250 is the quest for becoming thane of Markarth
stage 20 is when you have bought a house and done 5/5 objectives.

I had this crop up yesterday on a new character. I'd done Forsworn Conspiracy and No One Escapes from Cidhna, then after wishing to buy the house from the Jarl the steward only spouted stock phrases with no conversation options. I read farther down this discussion page where someone had done a bounty quest to open things up, so I ran out to the Silver Blood Inn and got a bounty quest, which I completed. Then I went to the steward and got my reward. The steward still wouldn't talk to me about the house, but it did open up the Jarl's conversation options regarding his errands that had to be completed. So, after doing two jobs for him, including recovering the shield, he talked about how buying the house was necessary to be named Thane, and at that point the steward would actually talk about it and sell the house. The console fix did not work for me and I could not get work even from the inn keeper. I checked the state of the quest with "getstage" in the console and it said that it was at stage 200. I have to assume that somewhere, for some reason, it randomly set it there and broke it completely. Maybe someone will put out a fix to keep it from doing that. In the meantime I tried "resetquest favor250," but now it's stuck on stage 0. Setstage to 10, 15, or 20 isn't enabling any of these options for me, either. I've also tried getting the dungeon-delving quest active, but neither favor157 nor favor250 are accepting my setstage console commands. I have a theory that, to prevent some bug with the Ciddhna mine quest, someone had the game check the stage of the other quests, and then set it to a "pause" stage, that stage being 200; except, if there's two such quests, it's possible for the player to finish the quests without getting it set back to the initial stage. I'll make a post again later if I figure out a way to get it working, but it's not looking good, because the civil war's the FIRST thing I did on this character. 99.111.84.234 06:04, 2 August 2012 (UTC)
Turns out although the quests Favor157 and Favor250 were stuck on stage 200 for me for quite some time, they reset after I finished the Taste of Death - the quest whose leadin you get from Brother Verulus. I'd also completed the quest in the Abandoned House, and Escape from Ciddna Mine. After The Taste of Death was completed, the Jarl gave me the Dungeon Delving quest, followed by the thane quest - and receiving the Thane quest triggered Raerek to offer me a chance to buy the house after all. I'm not sure if my experience is typical, but if you're seemingly stuck, unable to become thane or buy the house, try finishing all the other quests you can based in Markarth. 99.111.84.234 09:04, 2 August 2012 (UTC)
