Blue Mountain Flower + Wheat for example, will create a much less valuable potion (gold/septim), but in addition to fortifying health (same magnitude), it also has the desired healing effect.
This is one of the best early-game combinations, due to how easy to find and cheap these ingredients are.
Both ingredients can also be planted in your garden (Lakeview Manor, Windstad Manor, etc).
The Alchemist, Physician, and Benefactor perks improve the magnitude of your potions as well.
Having them all will create a potion that heals for approximately 93 points - similar to Potion of Vigorous Healing (100 healing points).
There is also the enchantment to fortify Alchemy.
I think the ingredients with the greatest healing magnitude are the ones added by Rare Curios, Void Essence + Saltrice = +10% ~ +20% - nothing too significant, not really worth it given how expensive/hard it is to find them.

To restore Stamina, the cheapest/easiest to find are:
Bees; Mudcrab Chitin; Purple Mountain Flower.
Histcarp; Goldfish; Pearlfish; Pygmy Sunfish; also have this effect and can be grown in the fish hatchery at Windstad Manor.
Ye I know basic cheap recipes + invest in perks after I level up, I just need some...catalysts I guess?

Check those articles. the small flame icon next to an ingredient shows how much power it will add to the potion, the coin icon shows how much more the potion will be worth if you use those ingredients.
If you have the anniversary edition (or the rare curios creation) than you can get some of the best ingredients from the khajit caravans.
So for example for a Restore Healing potion the best ingredients are Blisterwort, Ambrosia, Flame Stalk, Saltrice etc?
What's "1st Effect"?
If you have never seen that plant before than all effects will remain unknown, you can craft potions with it to learn its effects. If it is the first effect than it means you will also learn that effect from eating the ingredient.
Edit: and yes, those plants you named seem to make the best potions.
