mods in file explorer.
Or if you did a stupid and made a patch badly for it. Like me.
You just have to place those mods at the very end of your load order and mod list. Have its files take priority.
Now, if Vortex works like MO2 you should be able to just drag and drop, to change the load order. If it doesn't, some Vortex user will have to chip in here.
I think you either use a rule or mod groups.
Don't ask me about the latter, I don't know what those are.
Generally Vortex does the sorting for you.

Being able to manually make changes to your load order is pretty essential. LOOT can only go so far.
