Which can be because of low pagefile size, or a faulty texture.
So, now that you’ve increased it, test it out. See if it crashes. If it does crash still, then we’ll have to find the bad texture.
Then verify files in case it is a vanilla texture.

Send me the new crash log to see if the textures are repeated, and also check if you have a mod that changes those textures.

And check if it crashes.
Now, that crash is very interesting, as any time it pops up, is on people with LOTS of city and interior mods. I assumed JKs Skyrim was the link between them all, but that seems to be simply because it's REALLY popular and people modding for huge cities WILL have it. I mean EVERY single modlist with this crash log has it.
Usually, the people that get this crash, get it after installing that one, teeny-tiny, extra city/interior mod. No matter which it is, at some point the camel's back snaps.
Bells of Skyrim - JKs Skyrim Patch had some hard errors in the plugin. So it's good that you removed it. But that MIGHT not have been what caused the crash in the first place.
The mods I mentioned are the ones you've installed since the last time you had this same crash.
I suspect JK's Jorrvaskr or Caranthir Tower Reborn SE is causing this crash. But those mods are fine. It's the camel's back that is giving out. BUT WHY.
Now, a cop out fix would be to tell you: "Don't install too many city/interior mods." That should fix it. What's the limit, you ask? Who knows.
But I REALLY want to know why this is happening. I WANT to know the limit. I NEED this fixed.
So every single time you crash you need to check the crash log. To check if and when we get one of the crashes fixed.
However, since you crashed because of the first reason again, I'd like to think the texture issue was indeed from the pagefile size, not a corrupted texture. But we'll have to wait and see if that particular crash happens again.

You have now the exact same load order you had with the texture crash, but now you have the navmesh crash anyway. Which makes me believe the navmesh crash was never fixed, the texture crash just happened first once.
A person who's been struggling with this for months now has done everything I can think (and some that didn't even cross my mind) to fix it. But ended up doing what the other guy on Reddit did. Hit ESC and leave the game for a minute. That seems to delay the crash.
Arthmoor suggested going into xEdit, find any plugins with errors in the navmesh, and resaving them in the Creation Kit.
For now, you should disable all city mods, and enable them one by one, until you cross the "limit" and then stop installing city mods. At least until someone finds the source of this.
