Adopting Sophie and Sending Her to Gallow's Hall Glitched

I adopted Sophie, the character in Windhelm, and sent her to live in Gallow's Hall. She does not seem to be there and I did not get the achievement for adopting your first child either.

I do not have any mods installed, and the save is not imported from anywhere else. Is there a console command I can use to perhaps respawn her and readopt her? Additionally, I would like to not disable achievements in the process.

Any help would be appreciated. I can add my PC specs if that might be helpful.

NPCs actually do walk instead of teleport, so she could be just taking a while to get there.

This could explain why she is not physically in Gallow's Hall. However, shouldn't the achievement "Proud Parent" trigger as soon as I select the dialogue option giving her a home?

Some achievements won't trigger until a necessary requirement has been met in this case, she might need to be in he house for it to

Have had a number of games where adopted children NEVER show up. This is not a new issue either.
NO MODS just SE with AU(purchased).
I even went and checked on one days later, he was stuck in place unable to move.

Update, I have found Sophie in Windhelm. https://steamcommunity.com/sharedfiles/filedetails/?id=2711408649Pointing my cursor at her gives the option to interact with her, but doing so does not produce an interaction. She seems to be "stuck" somehow. Any advice on how I can unstick her without disabling achievements?
