Is there any chance she will get out of jail by herself? ill reload before I used the command and see if I can help her out of there.
You can cheat her out but if you're the type that doesn't want to use the console unnecessarily in case you might break something, just wait it out.
To teleport her to you type these two commands in succession:
* prid 000A2C94
* moveto player
Could it be caused by Populated Skyrim Prisons Cells?

help NAME
Where NAME is the thing (or partial name of the thing) you're looking for. If there are too many listings, use the PgUp / PgDn keys to scroll inside the console window. You're looking for something like an 8-character hexadecimal code.
If you use mods, there are things like this one which may help - but I'm not sure how up-to-date this mod is: https://www.nexusmods.com/skyrimspecialedition/mods/5658?tab=description
But afaik, most Followers will attempt to go home if you completely lose track of them for too long. The jail cell itself shouldn't stop them, unless that's scripted (like via a mod - some custom followers have questlines etc.)
In Lydia's case, I think this is either Dragonreach or Breezehome.
