When you loot the Dark and Golden guys and look at the requirements for upgrading you will see what is required. The Golden armor and weapons are the best I found in the game.

I can't tell new mods from CC stuff, anyway, new to me. Now if I could find a pygmy sunfish it will be good. Returning to 4 skull after 2 days seems to have made the Champion guys available, well they just lie there dead but you can loot.

Here I am on another build and I find the usual reprobates in 4 skull, but the 2 dead dudes are lying there now. If they were so champion you'd think their health would be present as opposed to having passed on.
