Basically yeah, a lot of the cc content is absolute bonkers and makes no sense, overpowered crap which should have never been included. I mean, instant kill arrows?, wtf.

To answer the OP, theu won't show up until you're higher level, just like most other dragonbone tier gear.
I am ok with CC content since it's all optional. But the fact that you can quite literally not give a ♥♥♥♥ about choosing Dawnguard side just because you can get even better crossbows from CC.. You can't get all cool stuff from vampires and upgraded crossbows at the same time in vanilla. You have to choose one or another. But it seems that you can get both in CC content. That's really bad if that's the case.
Can anyone confirm that you can't get upgraded crossbow without doing Dawnguard quests in AE with CC content?

I will figure out eventually all by myself.. but still.
That said, you CANNOT gain the ability to craft any bolts without joining the Dawnguard, and both crossbows and bolts are extremely rare from merchants (I'm almost level 30 and have seen bolts and crossbows on a merchant a total of 2 times). So even if you got your hands on a crossbow, you won't have any ammo unless you join the Dawnguard, and it'll be near useless.
Edit: You also can't craft any crossbows out of the gate. You need to have found one of the type you want to craft first (orcish crossbow, for example. And again, very rare), AND have the appropriate smithing perk. So you can't just magically manifest them.
I found DAEDRIC crossbow righ inside of showcase in some shop of Solitude.. I think that was on 35+ lvl.
So again, hardly overpowered and definitely no more "insta-kill" than any vanilla arrow.
Explosive arrows hardly feel like an instant win button when one is being pelted on all sides by them in certain bandit encampments.
Some people make the mistake of thinking that high damage options for higher levels means that everything will become much easier all around.
Not done it yet in since I got AE bundle, so not sure how to start that quest yet.
