You are asking between multiplayer mode for Skyrims and standalone MMO. In this comparison, MMO quite naturally wins, being fully developed and officially updated product, with it's own quests, factions and gameplay mechanisms.
Skyrim Together is a fan-made multiplayer mod for a game designed for single player
One of them has an actual budget backed by a big company, the other a few devs who spend their own time and money on it
Im pretty sure in terms of quality ESO wins everywhere,but modded skyrim together can definitely be a fun experience to try once or twice if you can get it to run proper
LOL i hav never been able to get Skyrim Together to run right, nor hav i ever met someone who actually wants to play it.

You don't need others to play ESO, for most parts. You can play alone and complete personal quests.
They have multiplayer events (4-12 people), but you can ask your buddies (if any) to come with you, but also join one (or more) of the guilds. You can find both new and more experienced players from guilds to back you up in quests.
This is far better done than GTA Online, where everyone are against you and most gangs and companies do not stick along further than one weekend. They seem to have a very good thing going on with ESO, so you can jump in alone and play it, probably without feeling like getting left out from MMO events and more demanding dungeons.
As for Skyrim Together, a rebuilt one is on the way, called Reborn (0.1).
