Oh the stepping stone puzzle, it is a bit confusing.

Bring up the claw in your inventory, and zoom in on it (default for that on the keyboard is "C"), and rotate it so that the palm is facing you. You'll see three symbols on it, and you have to rotate the symbols on the door so that they show the same thing as on the claw.
And yet, all other dungeons labelled "Barrow" across Skyrim and Solthseim aren't Temples. As far as I can tell, Bleak Falls is the exception.

The eagle/snake/whale type puzzles commonly have the answer somewhere around the room, leaving you to match what is displayed nearby, or deduce the correct order from what is missing/misplaced. (ie: the first puzzle in Bleak falls, where two of the plaques are intact and one has fallen, though others are a tad less straight-forward. Match them up correctly and then activate whatever chain/lever to open what you need. Be careful, as these puzzles often have traps, as you saw with the darts in bleak falls.
The link smr1957 posted for you will probably be your best friend in Skyrim. Strongly recommend you make use of the UESP when you have issues, as most of these problems have been encountered and solved before, and UESP takes great care to be as complete and accurate as possible. Toward the bottom of each page there should be a section for common bugs and their workarounds. Easiest way to find it is to google where you are or what the problem is and add UESP to the search. (ie: bleak + falls + puzzle +uesp).
