Best town and city overhauls besides JK's skyrim + Dawn of skyrim?

Have you tried ETaC? (extended town's and cities). That works with JK's just fine (They actually make ETaC take preference)
i don't use dos, but *i think* there are patches for that

When you have the space in your load order you might have a look at the cities of the north series.

Great Cities of JK's North Patch mixes all these mods. And the Solitude mod adds stuff outside of those.

I use a combination of JK's Skyrim, all of Arthmoor's town and village expansions, Solitude Expansion, and now am looking at adding some of the Capital City expansions if they don't conflict. What I am using so far does work together.
