I think Bethesda simply wanted discourage people from using them since they got so many issues where people broke their game as a result of using them. Console commands were not meant as a fixing tool they are a developers tool.

thanx for the link to the reddit about this particular issue, seems like Beth just wanted to introduce a more potent anti game-breaking caveat for players, by stating that you will disable achievements, seems like you can use a bunch of commands.
And I do know that they are meant as a developer tool, but to not make use of them in order to fix minor issues that messes with your progress despite your best efforts is not a smart thing. I want to be smart.
I see you play Skyrim SE a lot too, do you perchance know if there is a finite number of perks you can unlock? Or can you unlock as long as you have points after leveling, and what is the maximum level? But I bet you can respec later down the line?

100 if you want enough perks to fill every tree.
Once a skill gets to 100, you can turn it "legendary" which resets it and gives you back all
your perks.
