First click "File explorer", it should have a icon that looks like a file, it should be on the bottom left of your screen to the right of a search bar, then go into Documents by double clicking Documents, then double click on My games, then double click Skyrim Special Edition, then you should see your ini files and your saves, select your ini files and right click them, click delete

You must do a proper reinstall closely following each step.
There of course is no Steam Workshop as it was replaced for SE by the Creation Club.
You have to first remove the mods from the In game menu. If you are using Vortex (as do I I but if not ignore this step) then you need to properly remove the mods from Nexus as well. Everything needs to be removed as in not a trace of your previous game or mod files.
Go to the section titled "Clean Vanilla Reinstall" in this guide and follow the steps:

Then when rebuilding your mod list I do not recommend the mods from the in game menu but if you must then try to keep them to a minimum and get the extension Vortex provides for Bethesda . net mods so that Vortex is managing your entire load order properly.
You can install this extension directly from within Vortex by selecting "Extensions" from the left side of Vortex. Then scroll down to the bottom where you'll see "Find more". Then look for the file "Import from Bethesda . net 1.1.9", you can use the search bar at the top. Once you find it then highlight it and you'll see the installation instructions.
The Vortex download is in the Tools section of this next guide and you'll also find a "Mod Manager Tutorial section in the guide and I highly suggest you watch them especially the first 2 for now and then the third later.
The guide has many good modding tips and practices that of course still apply to the game after the latest update.
Just don't use the mod list included in the guide unless you rolled back to game version 1.5.97 because after performing the Clean Vanilla Reinstall you will be on the latest version of the game 1.6.323
