Unfortunately, I believe that you have Oldrim/Legendary RaceMenu. Chargen.dll and nioverride.dll are in oldrim RaceMenu and are not in RaceMenu SE, which handles those functions differently. If you don't use RaceMenu, stop reading now because I have misidentified your problem.

However, the simple way to check this is to look in your racemenu download: the files for SE/AE should contain these files
RaceMenu.bsa
RaceMenu.esp
RaceMenuPlugin.esp
SKSE
-Plugins
--skee64.dll
--skee64.ini
Also, if you are using a manager, the nexus link should point here:
https://www.nexusmods.com/skyrimspecialedition/mods/19080?tab=description

If your download has the following, you have the Oldrim version of racemenu
RaceMenu.bsa
RaceMenu.esp
RaceMenuPlugin.esp
SKSE
-Plugins
--chargen.dll
--chargen.ini
--nioverride.dll
--nioverride.ini

If neither of these conditions apply, I again ask your forgiveness for misidentifying the problem.
