SKSE64 not working with SSE

but yesterday I was fine, I did do a full reinstall of skyrim sse and skse. I honestly dont get what is wrong. I start up skyrim without mods and I get a huge buggy opening scene where the wagon is just jumping around and killing the horses.
I understand modding and everything is compatible and again yesterday everything was fine but now it says SKSE is overdated and that sse isnt updated but i checked the version and it is not the same as the one in message Current Verision is 1.9.3 but error message says 1.6.3

WiZkiD Carriages [www.nexusmods.com] A complete replacer for all carriages with high quality textures. 4K or 2K also includes the prisoner cart fix for the Skyrim opening scene.

or you can just use:
Prisoner cart fix SMIM[www.nexusmods.com]

As far as SKSE
SKSE64 install
Download from skse.silverlock.org

You'll need 7zip (or winrar) to open the file after download and for step 3

THE VERSIONS NUMBERS CAN CHANGE WITH UPDATES BUT THE INSTALLATION INSTRUCTIONS WILL BE THE SAME

1. Make sure you take the file for your version of the game:
"Latest AE build 2.1.5 (runtime 1.6.353): 7z archive" - is for the Anniversary Edition is for the updated Special (Anniversary) Edition 01/06/2022
(OR "Current SE build 2.0.20 (runtime 1.5.97): 7z archive" - is for Skyrim SE PRE-11/11/2021)

2.place on your desktop, then open it by right clicking on the file and choose "Extract Here"

3. then open the folder
Copy both .dll's and the one .exe file to your Skyrim SE directory.
Wich is in Steam\SteamApps\common\Skyrim Special Edition\
You'll see SkyrimSE.exe and SkyrimSELauncher.exe in that folder.
so you know you're in the right place

Do Not add SKSE64 files to the Data folder as we'll add those withour mod manager in a minute
The "src" folder can be ignored/deleted same with
the 2 .txt files (we don't need any of them)

4. Using 7zip right click on the Data folder we just downloaded
then in the dropdown choose "7zip" then "add to archive"
Now name up in the very top box name it: SKSE64_Scripts_1.6.353 (or 1.5.97 depending on which version you installed)

5. make sure Your Vortex is open and you're in the "Mods" section
drag the file we just made to the big long box down at the bottom of Vortex

6. now up top in Vortex click to install and you're done installing.

7. Create a shortcut from "skse64_loader.exe" (which you just placed in Steam\SteamApps\common\Skyrim Special Edition\) on both your Desktop and on the Vortex Dashboard.

ALWAYS LAUNCH THE GAME FROM THOSE SHORCUTS FROM NOW ON AND MAKE SURE STEAM IS RUNNING BEFORE LAUNCHING

You'll still have to set up the same thing after downgrading

I suggest starting from scratch and following this guide. Starting from the beginning of the guide where you do a clean reinstall:

I understand modding and understand the basics to smash, wryebash and making a sedit merge patch. The problem is with the I think the new anniversary update. I want to use sse not AE but skse64 says my game is on 1.6.3 but skse is 2.0. But i've opened sse w/o mods and it says 1.9.3, but when i open with skse64 using the vortex shortcut I get the error message in the original post. Again i had it working fine yesterday but for the sake of organization i started from scratch today

Skyrim Version 1.9 was released on March 4, 2013

That is the older Skyrim LE or Oldrim

alright at this point im lost. Its frustrating because I know what I am doing and everything is right except for the fact that special edition with skse64 doesn't work. Yesterday was literally no different except probably 70 mods less

You most likely added a mod for Oldrim. Say maybe something like SkyUI or RaceMenu, or......

i did have an oldrim mod but that was earlier before my post, I don't have any warnings and loot is perfectly fine. The only thing I could imagine is that sse is actually outdated? as the skse warning says

Check your executable - SkyrimSE.exe
\SteamLibrary\steamapps\common\Skyrim Special Edition
right hand click / Properties / Details
check the version
