Followers don't want to be stewards of CC houses?
I have recruited so many followers, vanilla and modded alike, yet none of them have dialogue to become Stewards for some of the Creation Club homes, like the Tundra Homestead, or Hendraheim. The only one so far that I can hire a steward for is Goldenhills Plantation. Since I haven't used CC content prior to the Anniversary update, I don't know if they ever worked or not. Does anyone know if the CC homes can even have stewards?

This was not helpful. Unlike some people here, I do know how to use Google, however I couldn't find an answer about Creation Club houses. If you were carefully reading my question, and were familiar with the wiki you referenced, you'd have known that it does not in fact, answer my question, and wouldn't have seen the need to post anything if you didn't have the answer.
I think stewards are exlusive to Heartfire DLC. While CC homes are just your basic home like it was before Heartfire. In general CC homes are trash, so i would just advice to build your own house. You are missing a lot if you ignore it.
Only Goldenhills and the Hearthfires homes can have stewards - the rest are just like any other mod added home - they are just player homes with no steward.
Does this apply to housecarls as well?

Housecarls are given to the player by the Jarls of the holds when they become Thane. Those are the only housecarls in the game - and they are tied to the specific house in the hold that the player owns. And you cannot change them.
