There really is nothing wrong with the Anniversary 1.6 upgrade or even the Free update. Where the issue came into play for some or even many is modding. This was much the same as it has been for previous updates on this game over the past few years due to SKSE and the mods that rely on it needing updates themselves. But many of us are used to it and were prepared for this by having our games protected from updates until those mods that needed updating were updated. Many however never dealt with this before and were taken by surprise so to speak. So there was much frustration.
I have some CC stuff that I got free in past promotions, I will attempt to reinstall the game to see if they download automatically once I open the shop
I'm not saying any of this was your fault Mealstorm2 because I don't really know what happened in your situation. But I do know the Anniversary update/upgrade works just fine. And remember this is a 10 year old game.
I have a file called "4135487-3.manifest" in the Creations folder in my Skyrim Special Edition installation in Steam. I found by deleting this file the game stopped trying to download the CC Content.
If you only want to keep the free content then keep the following files:

I have not had time to fully test this with a proper playthrough yet (so backup your files if you give it ago).
Note if you verify your files in Steam, or Steam tries to auto-update a patch this could break a current playthrough. So set it to only update on launch, and use something like Mod Organizer 2 to load the game.
