If it helps, you don't technically have to complete 3 side quests. Selling crops to those farmers or even investing in a store will also add to the count. I don't think any of the npcs involved in either are essential though, but its worth a try.

Are you saying he has no other dialogue? Or just refuses to speak at all?
Honestly dude this is without a doubt the worst question of the week. How do you expect anyone to help you with so little information? Please be verbose when asking for help. I'm just going to guess, don't be mad if I'm wrong. I'm going to assume you're a new player and you've never done this quest before.
Did you do the help 3 townspeople quests? Did you do the jarl quest that he sent you to, or did you stand there and keep re-initiating conversation until you were told to help townsfolk? Because most NPCs exist solely to give you quests, and if you don't do them, they will clam up on dialogue options, and when you engage, it's usually "hey dummy did you do that thing yet?" of which you can only say "yes, shut up" if you actually did it, and have to pick "no, shut up!" or just tab out and close conversation and go to it.
Or is the question "it says help 3 falkreath townspeople but I don't know what to do?" because there is no compass pointers you have to talk to people and go into taverns and talk to bartenders and barmaids and everyone present, ask for work, ask about rumors, standard Elder Scrolls fare... standard adventure game fare since computers had monochrome screens, come to think of it. There's like 6 variant quests and the radiant ones like DarkWolf told you.
Finally if this is just boring and confusing and we're not understanding you, it's cool, then just cheat. pop up that console and 'setstage' the quest to the point it says "return to the jarl" and he'll bequeath the title of thane on your and give you a slave, housecarl, whatever. If you don't know just head to https://en/uesp.net/ and search for thane of falkreath, all the technical information is there, it even outlines all the possible "helping" quests.
That's not very fun, though. Because it's a game of discovery, not achieving goals. The goals are simple and boring. Follow compass marker, complete the task given, usually g0-fetch or go-kill, rinse and repeat, done! Hmm. Fun. Yep.
Like the helping Falkreath thing - there's one townspeople quest that is actually involved, kind of hard especially at low levels, and you won't know which is which until you start it, and it's too late once you do, you must complete it, and it takes about half an hour, maybe longer if you die a lot and have to reload, and that's why we like this game - I don't want to take that experience away from you by telling you, but if you go to UESP you'll read it and you'll avoid it.
This. I usually go for helping the old dude in leather armor chopping wood near the south gate, then the dude in robes that runs the graveyard, and finally gathering crops while leaving to conduct the quest for the dude in robes,
and...
That should progress the thane quest.
There's the werewolf quest too, but it's never counted for some reason which makes no sense, it's a lot more help than picking crops - which I've never done in Falkreath.
It's not that big a deal anymore since when the rare times I start a new game, I just do the bare minimum when building Lakeview Manor.

2. Find Runil the priest's journal.
3. Sell the gourds that I pick from Corpselight Farm back to the farmer, Mathies.
I like to complete the 'Help Me' quests before I even go to the Jarl. I can generally finish the Thane of Falkreath quest in about 15 minutes.
The 2 for Dengeir are a lot harder. You have to do a theft and then kill some vampires.
