If they are teleporting, this can happen if the pathing is unable to complete properly. Such as if somebody is blocking a doorway. That's just a matter of too many npcs sometimes.
If they are sliding then i'd like to ask if you installed any mods that include animations? And did you run Fnis?
If they are just walking in place, try saving your game and using the console command to enter
TAI
That's "tea aye eye".
It's possible that the AI became stuck somehow. If that does not fix it, reload the save.
A few things to try, verify files, make sure the game is capped to 60 fps or below, and did
you remove any mods recently?
And do you use mods in general, also specifically animation mods.
Edit: Hazak ninja "quoted" himself before i could.
File integrity is fine, the game seems to work now after I restarted it, maybe it was some FOV setting glitch since the characters were freezing up near the doors when they were exiting a specific area.
