Can't Find From-Deepest-Fathoms for the Lexicon

I cannot find the NPC in Riften that gives me the Lexicon for the "Unfathomable Depths" quest. Ive looked in the bunkhouse and the hall of the dead for her but to no avail. Can anyone give me some tips?

You have to be level 14 for her to appear.

I've always found her by the docks. Circle the fishery, you should find her.

Have had her on docks at lvl 10 i think, maybe you need to unlock the dungeon with the zephyr first, just read the book(white cover starts with A) or grab one of the pieces.

I can't confirm this as the uesp does not mention this but fandom wiki does:

"She may appear outside of the Black-Briar Lodge. When entering and exiting the Black-Briar Lodge, she may be found dead outside where she was last standing."

ouch, bug? can you loot the lexicon? at least she would stop ranting while i fish ...

This. Actually she finds you, if you stand on the walkway surrounding the fishery and are the right level to take the quest.

If you don't speak to her the first couple of times she can disappear, not sure why....

Yeah I've found her easily both playthrough's but now we know she can disappear from some user feedback here in the forums and from what others are reporting in other forums. But yeah she seems to be there when you first arrive in Riften.

The first time I came in through the docks before I ever entered Riften. The second playthrough it was on my second visit to playthrough that I went to the docks.
