Daedric smithing should only give you the capability to have double smithing power for gear which have the perk bound to it.
That would be weird as nothing really functions like that, but then again, it's Skyrim so everything is possible.
To the OP, try this. First make a hard save and then open up the console and type in the following:
player.addperk 000CB413
This unlocks the daedric smithing perk for you, try and see if you can temper the weapon yes or no. If yes, we found the culprit, if no, no idea what it could be. Anyway, after you did this, reload your save to undo the console commands.
