Your spouse, regardless of anything, should set up a "shop", her brother being alive or not
changes whether she will take over his shop Outside of Marriage
Also, are you using mods? And, it is not clear exactly what you mean by "opening a shop", as when married, unless you are using mods, your spouse does not actually open a shop, but will give you income periodically by "selling" things.

"Your spouse will set up a store "somewhere" and earn a cumulative 100 gold or more a day for you.
If your spouse moves in with you, they will purchase and sell general goods with you.
If your spouse is naturally a merchant, they will buy and sell the same goods they would normally. If not, they will sell miscellaneous goods and seemingly items you leave in their inventory.
You don't need to worry about losing items by placing them in your spouse's inventory because they sold them to someone. Like all merchants in the game, they will actually only sell things to you, and not other people.
This inventory is randomized, and seems to reset once every two days (along with the amount of gold your spouse has to offer).
Your spouse will not give you additional discounts for being a spouse; prices are still defined by your Speech skill and perks."
The "somewhere" mentioned in the above is not an actual physical location - it is an imagined one.
Then what's wrong with my spouse?

Simply put my spouse isn't giving the option of either providing me gold or opening up a general shop to sell me goods.

I'm not sure, but it's been more than a week. Since I've been fast traveling waiting and then fast traveling back to see if they would open a shop. I would repeat this a couple of times.
Also, from what you describe Camilla was working as intended. But then you murdered her brother, then divorced Camilla when there is no default divorce system in Skyrim.
I would reload an earlier save from before you murdered her brother Lucan or if you want a different wife load a save before you married Camilla.
Also, maybe try not murdering anyone related to your spouse.
1. It was Senna the Dibella priest
2. I didn't kill Camilla, I killed her brother and then she opened up the shop
2a. I didn't use any console commands, I reloaded a previous save and then married Senna.
Either way and like I said I would go back and load an earlier save.
I did and I married Senna, the issue persisted.
