How do I get to the shrine above this waterfall

What you're seeing is the Sanctum overlook. Just continue following the quest line and you will get there.

Short answer: Complete the Dawnguard Quest "Touching the Sky".

Long answer: This is one of the longest real-time single quests in Skyrim, so there aren't any quick fixes to get you up there without fouling up your savegame (if you tcl or coc or whatever you will miss quest triggers, corrupting your save). Also, the quest is so long that the wikis are light on details. If you need a walkthrough, search "Touching the Sky Walkthrough" and you will find a large number of videos to guide you on your way.

you are down standing on ice floes, looking to the south, at a cliffside shrine, it's likely Boethiah's. To get there, you'll walk WAAAAY around from the other sides til you find a pathway, like all temples, shrines, ruins, dragon reaches, etc. It's a game of exploration, you frequently can see where you want to go, but no obvious way to get there, that's skyrim in a nutshell isn't it?

It you're really lazy, just 'tcl' and fly there...

lol everyone answered at once. that's funny. So the shrine isn't what you're seeing but it must be farther back, that map indicator is probably Peryite's shrine but further in the distance, which is in a temperate wooded area, I mean it's Peryite... so you're north standing on ice in the river, lining it up perfectly when you took the screenshot.

This the forgotten Vale, part of the Dawnguard Questline, and not part of the Skyrim map.

@OP: That isn't exactly a Shrine, it's Auriel's Chapel, as said you will go there eventually. It's part of the quest-line, you can't miss it.
There is an area you need to use one of the Paragon Jewels to open a portal to get to, but I can't recall if it's for that building .... I do recall one of them is at the top of a waterfall though.

There is a Paragon in the Inner Sanctum, part of the Chapel, and you can also use a different one Inside. Neither are actually required though.

Thank you all so I have 4/5 of my water. How do I find out what I'm missing and how to get there. For know I will quit trying to find a way there.

Unfortunatly I have not done Dawnguard in such a long time I don't remember the exact directions but that last Shrine Is just outside the Chapel, it's what unlocks it. You enter if from the opposite end from that picture. So you probably have to go around the Mountain, but I can't quite remember.

The chance is that you missed the one when entering the vale .... when you enter the vale out of the initial caves did you go right before you came to the small bit with the spiders? (before you come to the water part)

I do not remember it was a long time ago and I made the mistake of going into the area. I found out later that all I had to do was to fill my ewer (4/5 done) with water and leave now I turned around and lost

Along with Doc's map link, as well as the map marker mods someone brought up, I did provide a quick explanation of where to go for each of the Wayshrine's as well as other collectibles related to the Paragon's in your other post.
