Kyne's Peace Problem
I have a very odd problem with my favorite shout, Kyne's Peace (I only have one word). After a break and adding some mods such as Ordinator and Imperious Races, it does not seem to work on bears or wolves at least around Winterhold College. The animal will attain the purple aura but I get a message saying 'bear/wolf is too powerful for Kyne's Peace' or something along those lines, and it continues attacking me. I can freeze them with the ice shout, and push them with unrelenting force.

I loaded a much earlier save from near WhiteRun and let Ordinator do its thing. I used Kyne's Peace successfuly on mud crabs, foxes, moose, and wolves. It did not work on mammoths. All as expected. I don't think it's the mods.

Is this supposed to happen? Is this a leveling thing that is perfectly normal? I will feel stupid if it is. If it isn't, can I use the console to reset things? Any other solutions in mind?

Update: apparently Kyne's Peace becoms a POS at level 20, when it arbitrarily stops working on the creatures I need it to. Why isn't there a mod to fix this?

IIRC Kyne's Peace was always ineffective against bears and sabrecats - the two that you most need it to work on - which makes it utterly useless.

That's not true. I routinely used it on those creatures in SE. Could this change be related to recent updates?

Are they normal bears and wolves, or are they snow bears and ice wolves? That might make a difference.

I never used this shout before. But what I read on Wiki suggest that it is essentially a calm spell that with more words, a higher level of animal can be calmed. If so then, you will need the other words of power to be able to calm bears.

Possible but in vanilla Skyrim animals do not level beyond what Kyne's Peace should effect.

These are the console id's for your missing words. I have just copy/paste from Skyrim 2011 wiki and have not tested it in game. I have not needed to use any of these commands in SSE. They should be correct.

Nope they're normal cave bears and wolves.

Re: other words of power: I didn't need them before. I could try adding them just to help diagnose the problem though, but not as an actual solution'

I've now noticed that one of the camps I visited looks like I was never there. The baked potatoes I ate are still there, and the things are all arranged nicely. I had done a Kyne's Peace shout there that made a mess of things. Is this a script issue?

I loaded an earlier save after using Fallrim tools to remove unattached instances. In this save I am level 20 and my KP shout works on bears and wolves. It's in my new level 21 saves where bears and wolves are 'too powerful' for KP but foxes and the Horkers are not.
