That is a text file that comes with Skyrim, I don't know what changes was made to it, but
you do have a copy of it with Skyrim, you could ask the creator of the modpack what the changes are so you can make the file yourself by editing your copy of Skyrim_Default.ini.

if manual edit of Skyrim_Default.ini did not worked, try this:

1. delete Skyrim_Default.ini from game folder.
2. change language of the game to English on steam.
3. start the game just to see the main menu.
4. close the game

the new Skyrim_Default.ini should be created with English language set, it worked for me.
