Report a translation problem
I tried "Inigo help 0", "Inigo help 1", "Inigo help 2", "Inigo help 3" and "Inigo help 4". None of them showed the Base ID.
I've trawled the internet and reddit. There's a lot of people out there looking for the same information... They all know the Ref ID, but not Inigo's elusive Base ID.

note first 2 digits of the NPC_
type: prid xx008ae9 (replacing xx with the first 2 noted digits above)
hit enter
type: moveto player
hit enter
exit console with ` key

I would be EXTREMELY leery of using ANY console commands on Inigo other than those specifically mentioned by the mod author for certain specific circumstances.
The Base ID is the location in your modlist.
The number even stays after closing the console, so as long as you don't click on anything else it'll be there.
Also, I might be mistaken, but I believe you got the RefID and BaseID mixed up.
I now have the definitive answer. I downloaded the Nexus Mod called "More Informative Console". Here's the link: https://www.nexusmods.com/skyrimspecialedition/mods/19250
This gives a detailed decription of anything you click on, when the console is active.
So, for all those lovely peeps who added their tuppence worth to my post, here's the correct IDs for Inigo:
Base Form ID is xx000D62
Ref Form ID is xx008AE9
(where xx is the load order number)

PS: as stated by smr1957, it's extremely dodgy fiddling with Inigo from the console, so only do it if you're totally confident you know what you're doing. The author of Inigo has stated that Inigo can be terminally broken with a careless console command.
