Were you drinking when you did the quest before and forgot? :D
I think this might be the case ;-P. Good red wine is something that helps the game be more immersive ;-).
I really think I've started this quest before - I remember the drinking part and then the part in the shrine. I think I've paid for the mess and that's it, there is no quest in "inventory". So either the quest can be re-done if the chain of actions is broken or... I must have not saved the game after doing this.
This is very funny, since I'm playing this game just once, so I can't be just recalling actions from previous attempts.
Anyway... drinking may cause problems, this is sure ;-)
After dealing with some issues I admit the quest itself is very easy, most probably one of the easiest among "deadric" ones. And it is kind'a funny too ;-)
