I can't read the waking dreams

When i read the waking dreams book for the dragonborn dlc it does not transport me to the next area. how do i fix this?

are you in solstheim? The books only work in Solsteim (Sorry if you are, I have to ask and say that because....people).

Is the Animation playing or what exactly happens?

You click on the book in Inventory and then what? Be as descriptive as possible.

In addition, are you playing with the current version (or a previous to June 2019 version?

What mods do you have installed if any.

Yes i am in Solstheim.
no animation plays because it acts like a normal book.
when I click the book it comes up like a normal book (like i said) but it does not do any thing after that
I don't know the version (probably the most recent version)
and no i do not have any mods active on the save file but i have mods installed on skyrim

Sounds like an animation issue. I know in the long long long ago when Dragonborn came out for Old Skyrim that I had issues along with what you are describing. Even if you don't have mods active, if you have loose files in Meshes\Actors\Character\Animations they might still have an effect. Try going to Tel Mythra? (Mushroom place) and see if the float up animation works or try mining some strahlim with an ancient pick axe. IF they don't work either you definatly have issues somewhere with regards to animations..

Edit: Oh and anything else special? Like you haven't been proclaimed the dragonborn by the guys up in High Hrothgar (you said no mods, so assume you have been to helgen and triggered that whole thing).

i did found out it looks like this in my Inventory: Black book: waking dreams (2). so i must have a second book. so how do i drop one?
edit: it is a quest item if you did not know

Download a home with display for the books it should let you place it on display in which case you only have one left I suggest this: https://www.nexusmods.com/skyrimspecialedition/mods/14568 it put displays in severin manor

update: i fixed it by using the Console Command player.drop 04016E22 1

player.removeitem also would have worked (would also remove from the world).
