Thadgeir asks you to deliver ashes to Runil in Falkreath. If its your first time entering Falkreath Runil will be in the graveyard, which is like 20 ft away from Thadgeir who is chopping wood... at the entrance of Falkreath... right next to the graveyard.

Have had Runil at the inn as well, usually within five feet of Thadgeir........

Had them in the inn sitting next to each other. guess they simply don't talk to each other or Thadgeir is just another Falkreath twerp who can't get over Runil being an outsider.
