[SPOILER] Cannot report to Ulfric Stormcloak after taking over Whiterun

I've sucessfully taken over whiterun and accepted Balgruuf's surrender and the next quest is "the liberation of skyrim" which tells me to report to Ulfric but when i talk to him there is no "report" option and i cannot progress in the questline. i've tried going to different camps and talking to the generals also talking to Galmar. and i cannot use the SetStage console command to fix it since the next stage completes the quest. i've tried ResetAI Disable and Enable console commands but it's' not working. Does anyone else have this bug?

I got the solution for bug, which cause reporting to Ulfric after battle for Whiterun impossible. Loaded save befor battle, plugged Unofficial Skyrim Special Edition Patch, and voila, Ulfric gave me new orders.

Too bad it doesn't work if you plug addon after you finished battle.

Tried exiting the game and then coming back in?

I'm not great with the console/debugging so before i tried that i killed ulfric he fell to his knees i pay the 40 gold fine and when i walk back up he gives me more orders! problem fixed! hope this works for everyone else.

It works if you don't fast travel to the palace of kings but outside of Windhelm and then walk to Ullric. I also fast traveled to the camp outside of Whiterun first. But I'm not sure that is necessary.

i used a console command because i couldnt liberate the reach by talking to galmar, but after completing it with a command it didnt trigger the report to ulfric, does anyone know how i can use a command to report to ulfric?

After the battle, just walk all the way to report in; don't bother with the command codes. You may need to load a previous save

thankfully ive got the ultimate civil war mod (i think its called) witch adds removed content and essentially makes me a commander, so i managed to suggest invading the next area after the reach and now ive started the quests there witch seems to have worked out well

Palace of Kings and Windhelm is not good enough, but the Stabels is fine. I noticed a small sound (the one when quests are updated) when you walk through the door to Windhelm

Don't bother. The root cause for this bug is a concurrent programming error, so that delay is randomly different for different people and playthroughs.

If this bug happened already, installing OCW will let you go on for a while, but the Ulfric's dialog sending you to the final hold could turn out missing. Hopefully that's long enough delay for the game to mend itself. Or else, savegame cleaner will help.

Guys i have been stuck on this quest aswell. Found a solution worth trying. Go to winterrun/dragonsreach and speek to Jarl balgruuf. use all of his dialogue and then go back to Jarl ulfric that should do it. Hitting the Jarl in Whiterun, lowering my weapon, and then sleeping on the cot in jail got things rolling. After being released I fast traveled to Windhelm and was able to talk to the Jarl and continue the quest.

SOLUTION: Go to Windhelm's Stables and run inside the city and the palace, it works

i know im like 8 years late but i had the same problem so i put the quest off for a while and when i came back to it, after i left dragonsreach and walked out of whiterun, i just walked away from the town until the combat music stopped and the scenery got back to normal(about to white river watch) then i was able to fast travel to windhelm and ulfic finally had the right dialog, i dont know if they will work every time but you could try it if you havent already found something that works
