[SPOILER] Cannot report to Ulfric Stormcloak after taking over Whiterun

I've sucessfully taken over whiterun and accepted Balgruuf's surrender and the next quest is "the liberation of skyrim" which tells me to report to Ulfric but when i talk to him there is no "report" option and i cannot progress in the questline. i've tried going to different camps and talking to the generals also talking to Galmar. and i cannot use the SetStage console command to fix it since the next stage completes the quest. i've tried ResetAI Disable and Enable console commands but it's' not working. Does anyone else have this bug?

I tried disabling the Unofficial Skyrim Special Edition Patch and talking to Ulfric still got the bug.

In classic Skyrim there were a lot of reports that the Stormcloak/Whiterun quest could go bonkers occasionally. Since SE didn't get any content changes those problems are probably still there. Usually it did help to redo from an earlier save.

No, no, no. Don't disable that. I storngly recommend keeping that patch. My question was, if you were already using that patch and if the problem appeared despite of that.

Yeah i thought of that too, but my latest save that isn't an auto or quick (that overwrites itself) is 10 levels ago.

I have the same bug. I can't report to Ulfric. And I got another problem : I didn't accept the capitulation of jarl Balgruuf (he is still sitting on the throne of whiterun).
The console command does not work as "reporting to ulfric" has no stage :(
So I'm here waiting for solution...

Yeah i'm sorry but i reverted to the save sadly i didn't find another fix

Just a heads up; I was able to fix this bug by going back to Whiterun and and speaking to everyone in Dragonsreach (ie: the dark elf housecarl, the new Thane, etc). There were no new dialogue options and nothing that indicated progression on the quest. However, when I went back to Jarl Ulfric the quest continued as needed.

I just completed Jagged Crown and now don't have the option to report back to Ulfric. Must be a bug that goes along the lines of most Stormcloak quest.... Damn Imperials trying to rig the game.

Nevermind, got the order of events wrong. Mine also crashed after the battle at Whiterun. I went back to talk to the people at Dragonsreach and to my surprise, it was all the old crew instead of having the new Thane, housecarl, etc...
