Not necessarily - certain actions that temporarily take control away from the player can mess with the toggle, inadvertently making 'walk' the default.
Example: an NPC initiates a conversation while you're holding the [Shift] key down. Unless you continue to hold the key throughout the entire conversation, you'll end up walking everywhere until you figure out what's going on.
Quick fix:
- Toggle walk/run
- Open the journal-menu-thing
- Hit the toggle again.
The game will ignore the second toggle and you should be able to carry on as normal.
