Quest Question About a Mod: Wheels of Lull

The quest in question: (in spoilers just in case)
The Mer in the High Castle

I'm wondering, is there something I can find to move the quest forward or is it required that I be caught? I did get caught once and reloaded when it said I failed the objective(I don't like failing objectives lol), Did find some research notes but that apparently wasn't it even though the notes seemed like it would be what would fit "find some sort of plans".
