Press and hold the ward button and keep holding it until the spell hits you. This worked for me, eventually.

its a bug cause when run on higher fps!
higher fps needs bigger papyrus cache to keep up with the fast changes
or this bug happens and at 144 it break the papyrus script manager.
in the official 32 bit and 64 bit engine.
+ you will need to update your force settings or all force from havok will be 4-5 times stronger then suposeds to when run on fps higher then 60
if fps is 144 except abilities and spells to bug up at cast since the script manager cant keep up with the cast response time
lower it to 120 to have spells work properly. this bug is cause by following at 60 fps you have a 10 second button respons windows time where papyrus recognises that a button is pressed at 144 fps its less then 1 second where script can understand that you pressed a button so if you miss that window you can not cast at 120 fps you at least have a 2 seconds window where papyrus can understand you pressed a button
thats why any higher then 120 fps is not really recommanded! unless you want to break the whole game, because you can not act properly to the scripts.
unless someone rewrites the whole engine, the response time for script button recognistion at high fps will bug!
so if you want a proper high fps play threw you will need get some people to rewrite a free engine replacer for the game that has proper script responses window at fps higher then 100+ fps
lock fps to 120 fps or any of the following fps that scale with 30 like 30,60,90,120
So... after I searched 2 hrs on the Net... I simply stayed out the Palace and wait (with the mode-button "Wait") for... 7-8... days! When I re-enter the Palace... nothing happen.
So, maybe try this "trick".
