Where as now, we get DoF and volumetric lighting right out the box, and thanks to the new 64 bit engine, we can get even better graphical mods and hopefully now stability that allows us to run at solid 60fps.

He doesn't feel DX11 games are worth his time.
Of course there will. A 64 bit version of SKSE is in the works meaning implementation of ENB's will be possible agian.
There are ENB's out for GTA V and Fallout 4, given the success of the original Skyrim I doubt there wouldn't be an ENB for SE
I get that, but I don't cateogorize Skyrim SE as DX11 game, but DX11 ported game.
Of course I can't speak on Boris' behalf, but I do think that he will make ENB for SE.
If not, then there is little we can do about that. I had missed that comment, so thank you for sharing it.
