I have already disabled v-sync, it was one of the first things I tried...
But the point is that the fps is the same irrelevant of settings and whether I have v-sync on or off.
Specs:
AMD FX 8120 4.5Ghz
XFX R9 290X
Corsair Vengeance 8gb
Game installed on 120gb Kingston SSD
Windows 10.

I used Rivtuner to check the temps, the CPU and GPU usage and clock which clearly I can't get out of fraps, hurr durr!
I'm on new drivers, doesn't change ♥♥♥♥.
In AMD crimson, and overdrive, is Power efficiency set to off (if you have this option)? On a game like this, having this on will definitely cause you problems as it doesnt use your gpu enough so clocks will drop.
Make sure there is no Framerate target control activated for the game in Crimson.
** Also at least in my case, AMD Crimson did not pick this game up and I had to manually create a profile for it. Do that. Once you have done that; it may pick the game up and run better.** ---it will try to use the fallout 4 profile once you have manually added this game due to the way the engine is the same; and so should run exactly the same as fallout 4.
Your cpu is old, but despite that should be enough to run this game ok; so if I were you I would do some more investigation. Are you on Windows 10?
What the hell has fraps got to do with anything? First thing to do when running a game and it isnt working correctly is to try it with nothing working in the background mate. Thats why i suggested it. Im well aware of what rivatuner is for. Post a screenshot of your gpu and cpu usage if you want people to help in this case....and when people try to help you ya little ignorant fwit; try not to use words like "hurr durr" as it makes you sound like a pathetic prepubescent 12 yr old.
All I can tell you at this stage is this is NOT the game. Something is limiting your fps; no mods installed, profile created in amd crimson, power efficiency set to off etc...
Ill bet with a bit of searching on your system you will find out why this is happening. Good luck.
Are you partially illiterate? You asked me why I was not using something else to record the fps, such as fraps. I explained why, because I didn't just want to see the fps, I wanted to see the temperatures and the CPU and GPU usage. Jeez learn to read. I already posted the CPU and GPU usage... Talk about ignorance.
It moves but it stays within 20-30. Like I said, no matter what setting I put this at, it stays the same throughout.
I don't use AMD profiles.
Doesn't change the fact that Skyrim SE is coded like trash, a service like that shouldn't interfere with the game. (not to mention the very amateurish SSAO) V-Sync changes don't improve framerate that much, to be honest.
I'm glad the crashes weren't a NVIDIA vs AMD thing. However, nobody can deny that Bethesda collaborates with NVIDIA for their games, it's pretty obvious things are going to run better on GeForce.
These are the tweaks I have used to improve my game performance. You will have to adjust your settings according to your system specs.
GAME SETTINGS: High, Godrays off. If you use Ultra settings turn off Godrays and 64 bit render target.
Anti-ailiasing FXAA not TAA (TAA blurs) but we will override this anyway.
RADEON SETTINGS: Anti-ailiasing mode, override applicacation.
Anti-ailiasing level: 8X
Anti-ailiasing filter: Standard
Anti-ailiasing Method: Multisampling
Morphological filtering: off
Anisotropic filtering mode: Override application
Anisotropic filtering level: 16
Texture filtering quality: High
Surface format Optimization: Off
Wait for verticle refresh: Always off
OpenGL Triple Buffering: Off
Shader cache: ON
Tessellation Mode: AMD Optimized
Frame Rate target control: 100 FPS
MONITOR SETTING: 100 Hz ( Can go higher, this is best for me)
Go to: C, Users, User name, Documents, My Games, Skyrim Special Edition, Skyrim Perfs .ini. Under the Display list you will find " iVSyncPresentInterval= 1". Change the 1 to 0 and save the file before closing. This turns off Vsync
BONUS: to adjust Grass. Use this only if you want to adjust the grass size, no performance gain on my system. (lower end system may see improvement at 50 or more.)
Go to: C, Users, User name, Documents, My Games, Skyrim Special Edition, Skyrim .ini, Grass. At the bottom of the grass list add the line "iMinGrassSize=40" copy and paste without qutoes.
If you change the number to lower then 40 you get more grass. If you go higher you get less and 100 is really sparce grass.
Here are my specs s you can adjust accordingly: FX 8300 CPU stock Clock. R9 38X Nitro stock clock, 16 gb RAM but that does not matter the game runs the same on 8.
