Precipitation Occlusion?
is it like a HBAO? or what is it?

Precipitation is to do with mist and fog and water droplets, so presumably it's a form of occlusion for those kind of effects. Couldn't find a source that explains precisely how it works, so that's just a guess.

i think it stops rain from happening under bridges and shelters outdoors.

yep, the effect the "Real Shelter" mod had.
Just better, and without FPS Loss.
And standard now for Elder Scrolls.
One of the good things about SSE.
