I think one of my mods might have patched it

yea same here.

It is caused by "Unofficial Skyrim Special Edition Patch".

From its change log:

"Moved the Khajiit caravan's merchant chest (74355) which was underground near the Dawnstar mine (8,25) as it could be activated and looted through the ground"

You can always start a new game and go raid the chest before installing USSEP.

Or if you know how to use SSEEdit(TES5Edit but in special edition), you can load USSEP to it and search for formID(left top corner): 74355.

This will give you those 3 chests that the mod edits/patches. In those chests data scroll down to "location/positioning"(can't remember the real name, but its the one with X,Y,Z values) and change Z value to what it was in skyrim.esm. Do this for those 3 khajiit chests and save it(you can save just by closing SSEEdit ->it will promp you what you wanna do with the edited files, choose "save")

This is not intended as guide, but just as tip. if you have no idea what SSEEdit is i wouldn't go do this, but just use the way Omgwtfbbqkitten described above.

If you're going to do that, why stop there? Why not just give yourself all the best leveled weapons in the game and be done with it? Why execute a bunch of console commands to cheat the chest to you for a chance at random "loot" inside when you could just create whatever you like?
