If you want to save vram and have the same textures, you can still copy over the original high-res pack if you own the original game, but you have to install it correctly for them to load in and even then you'll have a few visual bugs because of small adjustments to waterways and such.

It's actually the same engine just upgraded with things they made for FO4, and the 64-bit conversion has nothing to do with textures, which still load in exactly (read: exactly, as in absolutely no difference) the same way they do for the 32-bit version.
I haven't looked, but I think you're mistaken. The dirt roads alone or much higher resolution than day 1 skyrim. My Vram usage is almost double in Riverwood over the original. I'll have a look at the BSA's tonight.
