Same issue here. I'm currently working with Bethseda Support trying all thier suggestions.

Question for you guys. If you Shift+Tab to Steam does yourmouse cursor move? Mine just goes to the top left at a steady pace.

Exactly my problem. Was there ever a solution for this?

I fixed my issue by removing the mouse driver (delete it) and allowed Microsoft to install their generic one. works now. If you need directions on how to do this let me know

This is what I had to do as well. Probably my Razor mouse updated the mouse driver, but didn't play well with the Bethesda engine. Only game this is an issue.

For Windows 10:

Control Panel > Device Manager > Mice and other pointing devices > right click on 'HID-compliant mouse' > select 'Uninstall device' and reboot.

actually i was able to solve it by uninstalling Kinomi streamer. I guess it was making it the "first player" controller. It's really strange but if anyone has Kinomi Stream installed, uninstall and it should work again.

Found out what is causing this.

for some reason, by computer was connected to a controller or some sort.
in your computers settings, look up Bluetooth and other devices.
here you should be able to see all devices connected to your computer. (controller, keyboard, mouse, ect...)
I had a controller that was labeled HID controller.
if your computer thinks it has a controller connected to it, skyrim will always launch thinking it has a controller connected to it.
all you have to do is find the controller causing the problem, right click it, and disable it.

easy fix.
