It won't happen in the same capacity because SE is DX11. Most of the "benefit" to UltraLow exploited just how low-end DX9 graphics could be set.

Lowest of the low settings in DX11 is going to perform poorly on a PC that struggled with DX9 on med/high/ultra.

What actually would be the point? Just play regular Skyrim with your "ultra-low" mods.
