Why is the download size of this game smaller than vanilla one?
Vanilla = 11.2 GB | Special = 9.8 GB

Because it is heavily compressed.

maybe there will be more to be downloaded after release or maybe they improved the compression performance due to the new hardware based rendering. Who knows~

Maybe because when you download vanilla you have to also download the DLC?

I dont really know why personally.

because it's a pre-load, some files are kept so you won't run the game before launch.

Nope. It is encrypted to stop you doing that. As has been said, many times, the download is heavily compressed.

Better compression. Also, you were likely downloading the pack with the high res textures. There is no telling how the textures in this version relate to that.

Compression?
Oblivion on addbox 360 was like 7-8 gigs and Skyrim was only 3 gigs (half the size)
