Report a translation problem
Open up the console and type help prophet then press enter. Now using PG Up navigate through the output and look for the quest id (there might be two as in vampire/dawnguard version). Then type startquest questid and press enter.
While that might work if your problem always happens (reproduce with save from before) that might indicate serious problems with your save/mod setup.
I tried this and nothing happend, i typed SQO and the quest id, it says the quest is dormant, what does that mean?
If i remember right from the oldrim days one couldn't start a quest through startquest if one didn't have the prerequisites for it. Assuming that is also true for SSE it could mean that the previous quest is not correctly finished.
Anyway if you try to finish the previous quest through setstage on your current save as well as on a save before you actually turned it in, can you then start prophet?
If that doesn't help though.. i've no further ideas.

For your current save there is probably no hope, sorry. I mean you can continue by skipping the quest and see where it leads or just play another story line and hope the problem is contained within dawnguard.
For the future it's back to the drawing board, modding tutorials and lots of reading.
Sometimes console commands can cause issues like this... not always but sometimes.
