If so, a perk for improving enchanted weapons and armor is required.
this may help its a table explaining what smithing level you need for the different upgrades. With and without perks.

if you rely on solely the smithing level without perks as you can see your smithing level has to be significantly higher then without the perks. So much so that without the perks to get all the way to the higher levels you would need equipment with enchants that raise smithing level.
With the perks all you need is level 91 to upgrade to legendary.
To go from superior to the next level exquisite you either need to raise smithing to level 65 without any perks. Or raise smithing to 40 with perks.
Not true. All Material perks also increase the amount you can upgrade them.

Sorry, but have to ask the following questions:
1. Do you have the refined moonstone on you? (I have done this mistake)
2. Is the weapon enchanted and do you have the required Arcane Smithing?
3. Do you have any mods affecting crafting?
4. Do you have any mods affecting elven swords that changed their upgrade class?
In the meantime you could just try this:
Go mix yourself a smithing potion (Glowing Mushroom and Blisterwort) and that should cover the difference? This will not work if you do not have Arcane Smithing if it is required.
Glowing Mushrooms can be found in the Bleak Barrows and Blisterwort can be bought at Riverwood Inn. Throw at least 1 of each in planter. Unlike Enchanting potions a single blacksmith potions can be used to upgrade a bunch of items.
I don't have any mods installed and when I attempted to improve it, I had the refined moonstone with me. It said that my level wasn't high enough. I can try the blacksmithing potion next time I play the game so thanks for that! Ps: the elven weapons don't have any enchantments on them.
