The answer is Armor. No seriously there is no one perfect setting or combination as it depends on too many variables. Given the many many lighting conditions you can possibly encounter it is unrealistic to completely eliminate "plastic skin".
That being said you can improve the situation, sometimes greatly. The cure so to speak is SSS (subsurface scattering), which you can tweak in the enb menu (shift+enter) or in
enbseries.ini. Be aware that skin is not the only thing being effected by SSS and over the top settings can lead to other stuff looking weird. Here is an overview of the settings you can tweak: https://stepmodifications.org/wiki/Guide:ENBseries_INI/Subsurfacescattering
Since SSS is conditional to placement and intensity of light sources in relation to your character you can also use something like quicklight (great stable mod):

Might as well reinstall and remod oldrim, as I need to do it anyway for something else.
SkyrimSE Re-Engaged has about twice as many downloads on nexus. I don't really know what the differences are like, though. I just use Re-Engaged on the lowest setting to get some basic upgrades without killing my FPS
