Use Noble as a base, that's what many of us do as noble cover a lot but not everything, overlap is ok as you can then choose other texture mods over it and there will still be items that Noble covers that the others don't.
Use the first 3-7 mods for a base in this load order guide at a minimum. There are also tutorials for Vortex which is an excellent mod manager. This load order also includes SMIM which cover things Noble does not.

The generally accepted notion about SMIM is to load it before all other textures and allow it to be overwritten. The exception to this rule would be the case-by-case situation where a mod author expressly told you to do it differently. In your hypothetical I would (subject to LOOT and/or mod author recommendations) order those SMIM> Skyrim 2019> SFO
The second answer to your question is trite, but more or less accurate. If two mods have overlapping texture files, load the one you think is more important last. (If you are doing advanced modding you can actually disable individual files to get the result you want).

I am experimenting all the time, within the limits of my hardware (which is good but not spectacular). At the moment, my core visual mods are SMIM, Noble Skyrim, Vivid Landscapes, Majestic Mtns, Realistic Water 2, Enhanced Vanilla Trees, Kyne's Grass, some selected textures from SFO, and Dyndolod. For lighting I use Rustic Weathers, and Pragmatic Illusion enb.
Sorry for the wall of text, but your questions are those seemingly simple questions that can have complicated answers.
Easy pardner! :) Start small, go slow and test 1 or two mods at a time for both function and looks. If you pile on too many things at once debugging and patching gets nightmarish, and the possible worst case scenario of having to nuke your installation, doing a clean reinstallation, and starting from scratch.

Edit: btw your pc should be able to handle every graphic mod including the ENB's I list in that guide and your Skyrim will look beautiful. The Guide was not only written specifically for SSE but in 2020 and updated daily in 2021.
