Skyrim freezes when I move or look around. [NOT AN INSUFFICIENT HARDWARE ISSUE]
I'll try to remember all the details about this that I figured out
I have no mods installed
it only happens when looking around or moving.
If I stand still it doesn't happen
if I look around a lot and wait for all the freezes to happen without moving at all, I can then look around without freezing. As soon as I move however it freezes again
According to task manager, when it freezes my GPU goes down to 0%.
there's no crashes, just freezes
I have no clue what I did before this happened. All I remember is turning off my computer and turning it back on the next day
This has happened before. I didn't purposefully do anything to fix it but it stopped eventually

I've uninstalled and reinstalled skyrim.
I've deleted my INIs and let skyrim get new ones
I've tried downloading SKSE
I've tried repairing game files with steam
I've manually deleted every file related to skyrim and threw all my saves in a zipped folder on my desktop
I've tried restarting my pc
I honestly don't know what else I can do anymore

Same here, within 30 seconds to 3 minutes, game graphic stops. sound continues, Task manager says, Not Responding....

SteptimusHeap, first, make sure that there is nothing running in the background and that other apps are turned off. Next, we need to see your PC specs. For that:

At the top left of your Steam screen on small print just above where you see Store, Library, etc., click on Help.
From the drop down menu, click on System Information.
When the box appears, after you information loads, right click in the field where the information is showing
Select Copy all to clipboard
Paste in the reply box of the thread

@thepicard,, if you are having game issues, please start your own thread. Of course you are free to lurk here and avail yourself of any help given, but please do not post regarding your issue. Also, not all problems are caused by the same thing, even if the symptoms appear similar - so what may work for one person, may not necessarily work for another.

Maybe put your system spec, as it might help a bit even though you say it's not an hardware issue. I never had this issue I'm running this game off a laptop also.

I have run skyrim for about 2 years with no freezing other than that other time. Even changing the resolution does nothing. I have no other programs open.

I forgot something. When I open up skyrim, it also freezes on the main menu before the skyrim symbol loads in

This is very likely a PC hardware problem, your PC is not meeting min hardware requirements to run the game without random problems, you don't have a dedicated GPU, only a much less powerful integrated graphics chip.
Especially likely to have problems if you have tried to increase game graphics settings or something else on your PC is now taking additional available processing power.
Possibly consider a much more powerful new or secondhand gaming PC with a dedicated GPU. Some good deals available secondhand if you search.

obviously you didn't read the title. this is absolutely not an insufficient hardware problem. I've been running skyrim without freezes for years. Last time this exact same problem happened they also told me it was a hardware issue. They were wrong as it ended up getting fixed without any hardware changes. Read the damn title

Well maybe you can run LE... but without a dedicated GPU it's below MINIMUM specs read the REQUIREMENTS for yourself.

You don't have a GPU slot in card, only integrated graphics on a chip, which is very much lower processing power compared to a dedicated GPU. That will be much of your random problems you have, your PC is not able to process all you have asked it to do when playing the game, so it stops trying. Your PC is below min requirements to play Skyrim without random processing problems. You could try reducing your Skyrim graphics to very low settings, but it may not help, the problems you have may return.
A new or secondhand gaming PC with a dedicated GPU, is your only long term option to avoid frustrating gaming problems with your present PC.

With respect, I have read what you have posted and you appear to be in denial over your PC specs not meeting the min requirements to play the game without random problems.
I have been building and repairing gaming PC's since the late 1980's. You have an older business PC (fine for business use) but never intended to be a gaming PC. It does not have the graphics/CPU processing power to play demanding games without random problems from time to time, that you experience.
I have tried to help you with valid information and advice (as it seems others have) and you refuse to accept that advice. It is becoming very clear that nobody can help you. It is impossible to offer you a magic fix, that will turn your business PC without a graphics card, into a far more powerful gaming PC able to play demanding games without problems.

A new motherboard solved this Issue. Nothing about my graphics changed. Like I said, it wasn't because of my GPU.
