Report a translation problem
Rules are easy to change in Vortex and if they are locked you can unlock them or you can go into Loot and change the metadata.
I'm wondering how many conflicts and/or rules you have there and if you gave them time to populate. Did you try rebooting Vortex. I've never had to do this but it very well could help.
in the mods section you can click on the lightning bolt next to the mod and in the new window on the far right you unlock the lock next to the mod rule in question. You can also get to all the rules by clicking on the "Manage Rules" at the top.
I doubt you are in the plugin section but if you click on "Manage Rules" up the top then you use the minus sign next to the rule
I also don't have the lightning bolt symbol that would let me unlock the mod rule.
If you are talking about Armor Rating redux that mod author says to load it after wildcat.

Also, did you try looking at your load order in Loot regarding changing the metadata.
I'm not even sure how versed you are in load order. Did you ask the mod author(s) on the mod page(s)?

Also, the author of ARR, in the posts section of the mod, says that it's not absolutely necessary that ARR be loaded after. The modlist I linked above (hidden behind a spoiler), actually has ARR loaded before WC (the second screenshot in the OP).
I've also taken a look at the metadata in LOOT and the entries for "Load After" are empty, not just for ARR but for other mods.
If that column is not there use the gear icon (top rh side) then in the drop down tick "dependencies"
you then can remove rules by clicking the icon for the mod in question and in the popup click the (-) symbol alongside the rule. That will remove the rule.

Interestingly, when clicking on ARR's dependencies in the Mods section reads: "No Dependencies," and doing the same in the Plugin section reads: "Load after: Wildcat," which I know is not the same thing, loading after does not necessarily mean its dependent on it, I just found it curious.
I've been doing a whole bunch of poking and prodding, but it's only an issue with ARR, and at this point, I'm willing to just skip it and leave it out of order. If it turns out damage is an issue because of it, I can just use Wildcat to fix it.

You have not mentioned a cyclic rule which if you had one those are easy to fix as well. Again, the videos by Gopher are gold. We always suggest everyone watch them.
