Report a translation problem
Open the shortcut menu, highlight the arrows and push a number key. That sets the hot key.
Toggle arrows (or anything else for that matter including armor groups) on or off with the hot key.
I set Sithis's Razor as 1, my Dragon Bone Bow as 2, my Elven Bow of Soul Sukking as 3, my Fortified Glass Buckler as 4 and my Ceymallari blade as 5. Once set up, I can toggle between weapons (or draw or put away my buckler) with a number.
I am genuinely curious about why I can google something up within 5 seconds using keywords and others can not.

If you are using the xpmse skeliton and have the correct additional .esp activated. I don't believe it does that by default (I could be wrong).
racemenu is used during character creation. YOu can use it when you start a new game and create a character during the opening segments of the game. Or via console command showracemenu. Or via the face scupltor in riften.
5% of the threads are made unsolvable because the OP misunderstands something they googled..
Which leaves 5% of the threads being reasonable...
Which doesn't really answer the "Why?" but does explain 95% of the threads on this forum....
