Maybe Immersive Patrols. This is as close as I could get to a resolution:

In that thread someone mentions that they see this on XBox but Immersive Patrols does add "some non-Kajit caravans".
After further research into Immersive Patrols I also found that the mod author removed the protected status from the NPCs in the caravans and leveled them to 20.

Based on this, I believe I have my answer.
Beth from Immersive Patrols has passed and will no longer be found on the roads of Skyrim. At least until I decide to start a new playthrough.
Severio Pelagia had died, somehow. I had to look him up:
"Severio Pelagia is an Imperial who can be found wandering around both inside and outside of Whiterun. He generally works at Pelagia Farm during the day, visits the Drunken Huntsman in the evenings, and sleeps in his own house in Whiterun at night. He is Nimriel's lover."
"If some vegetables are sold to him, he will leave the Dragonborn an inheritance of 100 Gold when he faces his death, and objects in both the farmhouse and his house in Whiterun will become available for taking with no criminal effect. If stolen from, he will send hired thugs after the Dragonborn."
I wonder how he died?
As to the off-topic question, he could die due to a dragon attack, or if you have a mod that re-enables vampire attacks, he could have died as a result of that.
I am running Immersive Patrols and that does add some random non-Kajit caravans.

I often slowed down and journeyed the road to/from Solitude with them. Sometimes even picking up a pair of Vigilant of Stendar. You get used to seeing them on the roads and they do stick out.
After all, the roads of Skyrim are not exactly teeming with peaceful traffic, especially at night.
Beth's troupe and mine made the trip from Ilinata to Solitude or back many, many times.
With most other games, when an NPC spawns they specifically wait for the PC. They just stand there waiting...
I like that in Skyrim, NPCs not affiliated with the player and often far off in the distance get into encounters. If I see it and I think I can make a difference I may rush to join the battle and tip the tide, especially when I see Vigilant vs vampires or guards vs a dragon.
Every now and then, I will be walking down the road and suddenly absorb a dragon soul... Ooooh... someone bagged themselves a big lizard. Thank you!
Immersive Patrols is one of my favorite mods and I am only just realizing why. :)
So you posted that in another thread that wasn't mine. I wanted to ask a question but didn't because I didn't want to hijack that thread. But this thread is mine so I can hijack it without being a ♥♥♥♥.
I am looking for new mods for a new load order and am very interested in your statements.
Do you have any suggested mods for making enemy forces larger and more dangerous? I would love to run into a Thalmor patrol of eight or twelve or hit a bandit camp of 30-40 badass baddies.
